Rural Youth Employment and Agri–Food Systems in Rwanda: A Rapid Context Analysis

This rapid context analysis has been developed in the inception stage of the third phase of the Food and Agriculture Organization of the United Nations (FAO) Integrated Country Approach programme (ICA programme) for boosting decent jobs for youth in the Agri-Food system. The ICA programme supports countries in adopting and implementing youth–inclusive and employment-centred agri-food system development policies, strategies and programmes. Aligning with country and regional priorities, the ICA programme proposes an integrated approach structured in five main outputs. These include inception phase, mappings and priority setting; knowledge generation for evidence-based policy development; awareness raising and capacity development for youth-inclusive and employment-centred planning; policy and programme development, with focus on agro territorial processes of job creation; boosting FAO tools and internal capacity to promote youth employment in agri-food systems in a gender-sensitive manner. Since 2011, the ICA programme has been implemented in three successive phases. It is currently active in Guatemala, Kenya, Rwanda, Senegal and Uganda (2019–2022), with financial support from the Swedish International Development Cooperation Agency (SIDA).
